This course is designed to prepare students to be commissioned/appointed as a Notary Public. This course is approved by the North Carolina Secretary of the State to train, test, qualify, and commission NC notaries. Students will learn the legal, ethical, and procedural requirements for notaries based in North Carolina. If you have an unexpired commission and need to renew, please go online to the Secretary of State website.

Course Requirements

All of the following requirements MUST be met in order to attend the class:

  • North Carolina law requires all notaries to obtain the most current version of the Notary Public Manual, which is now the 2026 edition. No other edition will be valid for use.
  • Students must purchase a copy of the North Carolina Notary Public Manual 2026. The manual can be purchased from the COA Bookstore (252) 331-5964 in Elizabeth City, Downtown Books in Manteo (252) 473-1056, or through the UNC School of Government website https://books.sog.unc.edu/
  • The NC Notary Public Manual should be read before class begins.
  • Students must have the NC Notary Public Manual 2026, prior to entering the classroom.
  • A valid (not expired) driver’s license/photo ID (such as a passport or military ID) with a picture of the face and either signature or physical description (or both) are REQUIRED to enter the class.
  • Students must be a High School/GED graduate.
  • Students must pass the course with a grade of 80% or higher.
  • Students are responsible for mailing the notary public application fee to the state after successfully completing the class and test.

E-Notary

This course is designed for instructional areas related to individuals who want to become commissioned as an electronic notary. Topics include legal, ethical and procedural requirements of the Notary Act set forth in the General Statute 10B Article 2. Upon completion of this course with a passing exam grade of 80%, a person is eligible to make an application with the NC Secretary of State office. Individuals must have a current notary commission to participate in E-notary training. Please bring with you a valid Driver’s License (needs to be a clear picture, not faded & not expired) & your current Notary Public number. Your E-Notary Manual will be provided in class.
