ELIZABETH CITY, N.C. – College of The Albemarle (COA), in collaboration with the North Carolina Department of Adult Correction (NCDAC) and the North Carolina Department of Information Technology (NCDIT), has completed the Hi-Flex Classroom Digital Modernization Project at Pasquotank Correctional Institution (PCI), marking a significant milestone in expanding educational opportunities for incarcerated students.
Pasquotank Correctional Institution is the first correctional institution in North Carolina to complete the installation of the new Hi-Flex classroom technology, making it a model for future modernization efforts across the state. The project was made possible through the Digital Champions Grant.

The newly modernized classrooms feature a digital instructor lectern, Extron digital touchpad, an 86-inch interactive touchscreen display, and an integrated camera, video and sound bar system. This advanced technology will enhance instructional delivery by supporting both in-person and remote learning opportunities, allowing COA to expand educational access while creating a more engaging learning environment.
“Digitally modernized classrooms represent an investment in second chances,” said Dr. Kimberly Gregory, College and Career Readiness Director. “By integrating current technology into correctional education, we are preparing learners with the skills, confidence and opportunity to build the educational foundation required for meaningful employment and successful community reintegration.”
In addition to being the first institution to complete the modernization project, Pasquotank Correctional Institution is the only correctional institution selected to install two Hi-Flex classrooms. Four additional correctional institutions across North Carolina will participate in the statewide modernization initiative.

The new technology will enable COA to broaden its course offerings at PCI, increase access to workforce training and college-level instruction, strengthen reentry outcomes through career and college readiness programs and demonstrate the innovative use of educational technology within correctional settings. The flexible classroom design also positions COA’s correctional education programs for continued growth as educational needs evolve.
“This project demonstrates what can be accomplished through strong partnerships,” said Robin Zinsmeister, Workforce Development, Public Services and Career Readiness Dean. “By bringing together NCDAC, NCDIT and College of The Albemarle, we’ve created a learning environment that expands educational opportunities while supporting the state’s commitment to preparing individuals for successful employment and productive lives after incarceration.”
The Hi-Flex Classroom Digital Modernization Project reflects the shared commitment of COA, NCDAC and NCDIT to leveraging technology to improve educational access, strengthen workforce development and support learners throughout our communities.
